{"id":6376,"date":"2025-11-14T14:14:18","date_gmt":"2025-11-14T13:14:18","guid":{"rendered":"https:\/\/cr451.fr\/vietnam-between-bamboo-diplomacy-and-economic-warfare-from-defensive-to-offensive\/"},"modified":"2025-11-14T14:14:18","modified_gmt":"2025-11-14T13:14:18","slug":"vietnam-between-bamboo-diplomacy-and-economic-warfare-from-defensive-to-offensive","status":"publish","type":"post","link":"https:\/\/cr451.fr\/en\/vietnam-between-bamboo-diplomacy-and-economic-warfare-from-defensive-to-offensive\/","title":{"rendered":"Vietnam: Between Bamboo Diplomacy and Economic Warfare\u2014From Defensive to Offensive?"},"content":{"rendered":"<h3><strong>Author&#8217;s Note:<\/strong><\/h3>\n<p>This article was written as part of the preparations for the symposium &#8220;<a href=\"https:\/\/cr451.fr\/champ-de-recherche\/synthese-du-1er-colloque-international-sur-la-guerre-economique-du-temps-de-paix\/\">Economic Warfare in Times of Peace<\/a>&#8220;<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> organized at the Senate by CR451 in October 2024<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>.<\/p>\n<p>For over a year, the public security system established in Vietnam for many years appears to be strengthening.<\/p>\n<p>Indeed, since General T\u00f4 L\u00e2m (August 2024), the former all-powerful Minister of Public Security, acceded to the position of General Secretary of the Communist Party, the 30 main positions of the Party and the State at both central and provincial levels are primarily occupied by generals from the ranks of Public Security and\/or the Army.<\/p>\n<p>Simultaneously, the country is embarking on a drastic administrative reform aimed at better societal control, allowing for a counter-intuitive form of &#8220;strictly regulated liberalization&#8221; of the country&#8217;s economic forces to face the next major challenge: avoiding being downgraded among ASEAN countries, which are partner nations but nonetheless competitors.<\/p>\n<p>This confirmation of the strengthening of the security apparatus in service of Vietnam&#8217;s economic development will be the subject of a forthcoming article to be published after the 14<sup>th<\/sup> Congress of the Communist Party of Vietnam, which will be held in Hanoi from January 19 to 25, 2025.<\/p>\n<h3><strong>Methodological Reminder:<\/strong><\/h3>\n<p>The approach to this subject, like most other subjects treated by the author, relies on the reading and arrangement of primary Vietnamese sources dealing with the topic and published by Vietnam&#8217;s official media.<\/p>\n<p>The analysis lies more in rendering the final text within the vision intended by the Vietnamese authorities rather than attempting to analyze it through our traditional analytical frameworks, as our representations are often quite distant from Vietnamese ones.<\/p>\n<p>This approach to the country through the &#8220;sensory&#8221; (language, culture, physical terrain) allowing one to &#8220;take their point of view&#8221; to understand their representations as closely as possible is the deliberate choice adopted by the author to operate a necessary &#8220;decentering&#8221; for a better understanding of the &#8220;source&#8221; of the phenomena studied.<\/p>\n<p>This approach aims to limit as much as possible the risk of &#8220;cognitive bias&#8221; that could be caused by &#8220;extra-sensory&#8221; representations forged by the target readership, who are often detached from the &#8220;physical&#8221; terrain.<\/p>\n<h2><strong>Introduction: <\/strong><\/h2>\n<p>Vietnam will soon celebrate the 40th anniversary of the deployment of its &#8220;Renovation&#8221; policy initiated in 1986, which aimed to end economic isolation and initiate an opening to new partners in the face of the predicted fall of the USSR.<\/p>\n<p>This &#8220;\u0110\u1ed5i m\u1edbi&#8221; policy, decided during the 6<sup>th<\/sup> Congress of the Communist Party of Vietnam, accelerated in the 1990s with rapid and progressive economic integration achieved through the signing of diplomatic, trade, and investment agreements with countries in the Asian zone and then the rest of the world. Originally benefiting from a cost advantage and abundant resources (human and natural), Vietnam has seen its GDP per capita rise from $200 in the early 1990s to approximately $4,400 in 2024 over forty years. <\/p>\n<p>Vietnam is currently one of the countries most open to the global economy<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> and has long relied heavily on foreign investment to foster its economic growth. This phenomenon has intensified since the US-China trade war, where the American &#8220;de-risking&#8221; policy initially had the effect of increasing the transfer of production capacities established in China to Vietnam. <\/p>\n<p>Throughout this period of opening, Vietnam was able to implement an economic warfare policy<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> by increasing economic power in the service of the country&#8217;s authorities and population<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a>.<\/p>\n<p>This notion of economic warfare was understood relatively early in Vietnam<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a>. Has it been theorized, however? <\/p>\n<p>Definitions provided by Vietnamese institutional sites provide the following insight:<\/p>\n<p>According to the Legal Library website<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a>: &#8220;Vietnamese law has not yet specifically defined the term &#8216;economic security.&#8217; However, based on the actual situation, we can understand the term security in a fairly simple way. &#8216;Economic security&#8217; consists of ensuring the stability, sound development, and vitality of the country&#8217;s economy. It is a fundamental element of national security, playing an important role in protecting national interests and ensuring the sustainable development of Vietnam.&#8221;<\/p>\n<p>According to the press organ of the People&#8217;s Security University (Ministry of Public Security)<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a>: &#8220;In Vietnam, economic security is an integral part of national security aimed at building a socialist-oriented market economy whose goal is to ensure the production and business development of all economic sectors. The protection of economic security includes activities related to the prevention, detection, and fight against economic sabotage plots and the acts of hostile forces as well as economic crimes that cause damage to the national economy.&#8221;<\/p>\n<p>It can therefore be observed that, as in China, this economic opening was accompanied from its inception by political, administrative, and cultural control organized through an economic security policy which, while not clearly enshrined in legal texts, was synonymous with Vietnam&#8217;s regulated economic development.<\/p>\n<p>In a context of increasingly marked competition between nations and the necessity for Vietnam to pursue its economic development, what are the main challenges this country faces to maintain an effective compromise between increasing power and economic security?<\/p>\n<ol>\n<li>\n<h3><strong>Vietnam&#8217;s opening: the foundation of national power increase<\/strong><\/h3>\n<\/li>\n<\/ol>\n<p>The promulgation of the &#8220;Renovation&#8221; policy in December 1986 allowed Vietnam to gradually open up to foreign investment (first Law on Foreign Investment<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a>), foreign trade (Asian zone then global), as well as technology transfers practiced by &#8220;industrialized&#8221; countries attracted by new markets and larger financial margins.<\/p>\n<p>Thanks to this controlled opening policy, the economy has continued to develop. Between 1986-1990, the average annual GDP growth rate was 4.4%. Then during the period 1996-2000, this rate rose to 7%. For the period 2016-2019, it reached 6.8%. After a dip during the COVID period, this GDP growth rate returned to a level of 5.05% in 2023 and reached 7.09% in 2024.    <\/p>\n<p>Vietnamese GDP in 2023 amounted to approximately $430 billion, placing Vietnam in 5<sup>th<\/sup> or 6<sup>th<\/sup> place among ASEAN economies. GDP per capita rose from $200 in 1992 to $4,300 in 2023. Inflation was controlled at 3.25% in 2023. That same year, foreign trade reached $683 billion<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a> (Exports: $355.5 billion (-4.4%) &#8211; Imports: $327.5 billion (68.9%)). Vietnam is currently one of the most open countries to the global economy with some 17 Free Trade Agreements signed and two in the process of being signed. One of its strengths has been its cost advantage and especially its ability to play the relationship from the weak to the strong to satisfy the demands of consumer countries for low-cost and high-demand products such as textiles, footwear, basic agri-food products, and later telephony and electronic products.      <\/p>\n<p>Furthermore, the ability of Vietnamese authorities to maintain a certain equidistance between its multitude of partners (Bamboo Diplomacy) has allowed Vietnam to maximize the commercial opportunities presented to it.<\/p>\n<p>This strong economic growth was possible thanks to the mobilization of all the country&#8217;s economic means to increase its power or the standard of living of its inhabitants. The levers for increasing Vietnam&#8217;s power were achieved through the following various vectors: <\/p>\n<ul>\n<li>Limitation of dependencies: even if Vietnam&#8217;s development was carried out thanks to the contribution of foreign investments, it relied essentially on the intensive and extensive use of Vietnamese resources: natural, human, financial, with the concern of also trying to integrate the Overseas Vietnamese community<a href=\"#_ftn11\" name=\"_ftnref11\">[11]<\/a>. The Vietnamese authorities play on their &#8220;Vietnameseness&#8221;<a href=\"#_ftn12\" name=\"_ftnref12\">[12]<\/a> to encourage them to contribute to the economic development of the &#8220;Motherland,&#8221; notably via their financial contributions<a href=\"#_ftn13\" name=\"_ftnref13\">[13]<\/a>, their technical skills, their networks&#8230; or their desire to &#8220;return to the Country&#8221;<a href=\"#_ftn14\" name=\"_ftnref14\">[14]<\/a>. <\/li>\n<\/ul>\n<p>This desire to rely on its vital forces strengthens as Vietnam intensifies its integration into the global economy. It is interesting to note that just before its integration into the World Trade Organization in January 2007, the Politburo of the Communist Party of Vietnam promulgated Directive 05-CT\/TW (October 14, 2006) concerning the &#8220;Strengthening of leadership (of the Communist Party) to ensure national security in the new situation.&#8221; The Vietnamese authorities have indeed taken very much into account the risks of instrumentalizing commercial dependencies. Decision 2146\/QD-TTg<a href=\"#_ftn15\" name=\"_ftnref15\">[15]<\/a> (2014) by the Vietnamese Prime Minister clearly mentioned, for the first time, the need for Vietnam to &#8220;avoid any dependence on a single import market&#8221; (cf. China; more than 30% of VN imports each year). This warning has since been repeated in the reports of the <a href=\"https:\/\/tulieuvankien.dangcongsan.vn\/ban-chap-hanh-trung-uong-dang\/dai-hoi-dang\/lan-thu-xii\/bao-cao-chinh-tri-cua-ban-chap-hanh-trung-uong-dang-khoa-xi-tai-dai-hoi-dai-bieu-toan-quoc-lan-thu-xii-cua-dang-1600\">12<\/a><a href=\"https:\/\/tulieuvankien.dangcongsan.vn\/ban-chap-hanh-trung-uong-dang\/dai-hoi-dang\/lan-thu-xii\/bao-cao-chinh-tri-cua-ban-chap-hanh-trung-uong-dang-khoa-xi-tai-dai-hoi-dai-bieu-toan-quoc-lan-thu-xii-cua-dang-1600\">th<\/a> (2016) and <a href=\"https:\/\/tulieuvankien.dangcongsan.vn\/ban-chap-hanh-trung-uong-dang\/dai-hoi-dang\/lan-thu-xiii\/bao-cao-chinh-tri-cua-ban-chap-hanh-trung-uong-dang-khoa-xii-tai-dai-hoi-dai-bieu-toan-quoc-lan-thu-xiii-cua-3734\">13<\/a><a href=\"https:\/\/tulieuvankien.dangcongsan.vn\/ban-chap-hanh-trung-uong-dang\/dai-hoi-dang\/lan-thu-xiii\/bao-cao-chinh-tri-cua-ban-chap-hanh-trung-uong-dang-khoa-xii-tai-dai-hoi-dai-bieu-toan-quoc-lan-thu-xiii-cua-3734\">th<\/a> (2021) Congresses of the CPV. Implementation, however, remains very unsatisfactory.      <\/p>\n<ul>\n<li>The localization of foreign industrial activity is concentrated essentially in dedicated special economic zones and via joint ventures. The Vietnamese policy has been to attract foreign investment<a href=\"#_ftn16\" name=\"_ftnref16\">[16]<\/a> and concentrate it in the some 500 industrial zones (or similar) that exist in the territory. The Vietnamese side provides the land, the network, and market access, and the foreign side provides the financing, technology&#8230; These zones are easier to administer via Management Committees, and foreign activity is more easily controllable. Furthermore, Vietnam&#8217;s opening to foreign investment allows the Vietnamese authorities to count on the support (economic, political, technological) of the countries from which the companies with interests in Vietnam originate.   <\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>As previously indicated, the Vietnamese economy is one of the most &#8220;open&#8221; in the world. Access to external markets is an imperative issue for the Vietnamese authorities, who can thus export goods to lucrative markets and thereby foster the country&#8217;s development. China and the United States are Vietnam&#8217;s top two trading partners.  <\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>The informational competition established by Vietnam to accompany its economic development is significant. It plays on traditional Vietnamese values (education, respect) as well as on the recognized qualities of workers (trained, hardworking, meticulous, etc.) and on Vietnam&#8217;s landscapes. It does not hesitate to produce and perpetuate some stereotypes responding to representations forged from abroad: Indochina, conical hats, El Dorado, a small China at the economic level&#8230; This allows for a filter between foreign perception and Vietnamese reality.  <\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>This economic integration, which contributed to the increase in Vietnam&#8217;s power, was also accompanied by an economic security policy that grew as the country integrated into the global economy.<\/p>\n<ol start=\"2\">\n<li>\n<h3><strong>A clear and assertive economic security policy ranging from defensive to offensive<a href=\"#_ftn17\" name=\"_ftnref17\"><sup>[17]<\/sup><\/a> within the framework of economic integration<\/strong><\/h3>\n<\/li>\n<\/ol>\n<p>Even if it does not really appear that the Vietnamese authorities have theorized the &#8220;economic warfare&#8221; approach, they were able to benefit from foreign theoretical approaches as early as the beginning of the 1990s, as evidenced by the translation of C. Harbulot&#8217;s work &#8220;Economic Warfare and Offensive Techniques&#8221;<a href=\"#_ftn18\" name=\"_ftnref18\">[18]<\/a>, which had already been published in 1992.<\/p>\n<p>One thing is certain, however: the notion of &#8220;economic security&#8221; (an ninh kinh t\u1ebf) has always been emphasized since the beginning of the country&#8217;s economic opening. The implementation of this policy, decided at the highest level of authority, namely the Politburo of the Communist Party of Vietnam, relies on the forces of the Ministry of Public Security for its execution. <\/p>\n<p>This policy was taken into account as early as the 6<sup>th<\/sup> Party Congress (1986) where, parallel to the announced and widely commented economic opening, the role of political control was reaffirmed to improve political control over the productive apparatus<a href=\"#_ftn19\" name=\"_ftnref19\"><sup>[19]<\/sup><\/a> and to avoid, among other things, the taking of dominant positions by foreign structures in strategic Vietnamese sectors (energy, defense, telecommunications).<\/p>\n<p>By the mid-1990s, the Vietnamese authorities had taken care to protect strategic national markets through the establishment of State General Corporations (T\u1ed5ng c\u00f4ng ty nh\u00e0 n\u01b0\u1edbc<a href=\"#_ftn20\" name=\"_ftnref20\"><sup>[20]<\/sup><\/a>). Then, faced with the economic difficulties encountered by some of these, political power encouraged the emergence of large private groups<a href=\"#_ftn21\" name=\"_ftnref21\"><sup>[21]<\/sup><\/a> led by &#8220;Vietnamese red capitalists&#8221;<a href=\"#_ftn22\" name=\"_ftnref22\"><sup>[22]<\/sup><\/a> closely linked to communist power and required to respect the notion of a &#8220;socialist-oriented market economy&#8221;<a href=\"#_ftn23\" name=\"_ftnref23\">[23]<\/a>. This notion of political economy, which was theorized in the late 1980s parallel to Vietnam&#8217;s opening,<a href=\"#_ftn24\" name=\"_ftnref24\"><sup>[24]<\/sup><\/a> was &#8220;constitutionalized&#8221; in 2013. Article 51 of the Constitution specifies that &#8220;Vietnam&#8217;s economy is a socialist-oriented market economy with many forms of ownership and many economic sectors; the state economy plays a leading (primary) role&#8221;<a href=\"#_ftn25\" name=\"_ftnref25\"><sup>[25]<\/sup><\/a>; thus limiting or even closing the door of these sectors to both Vietnamese and foreign private actors.   <\/p>\n<p>In addition to these key sectors of the economy, and faced with the need to boost growth, the Vietnamese authorities began in the mid-2010s to develop small and medium-sized enterprises, notably with the promulgation of the Law on Support for SMEs in 2017<a href=\"#_ftn26\" name=\"_ftnref26\"><sup>[26]<\/sup><\/a>.<\/p>\n<p>Parallel to this policy, the political authorities of Vietnam expanded their legislative arsenal following the texts issued by the Party to better &#8220;monitor&#8221; these structures in their activities. The nature of the Politburo&#8217;s texts is often the same and aims to better control these structures within the framework of the opening. This is the case with Directive No. 12 (January 5, 2017) of the Politburo<a href=\"#_ftn27\" name=\"_ftnref27\"><sup>[27]<\/sup><\/a> which concerns the &#8220;strengthening of the Party&#8217;s leadership to ensure economic security under the conditions of market economic development and international economic integration.&#8221; This text regulates the work of security forces aimed at ensuring economic security and order, proactively detecting, preventing, and fighting against plots and activities that undermine economic security. The text also reaffirms the need to strengthen the understanding of the situation, and to proactively advise and propose to the Party Committee and authorities numerous economic management and administration policies and solutions to protect national interests<a href=\"#_ftn28\" name=\"_ftnref28\"><sup>[28]<\/sup><\/a>.    <\/p>\n<p>In this concern for strengthening economic security, the Vietnamese authorities are also striving to further mobilize the Defense Industry for Vietnam&#8217;s economic development<a href=\"#_ftn29\" name=\"_ftnref29\"><sup>[29]<\/sup><\/a> so that it is widely mobilized. In June 2024, the &#8220;Law on National Defense, Security, and Industrial Mobilization&#8221;<a href=\"#_ftn30\" name=\"_ftnref30\">[30]<\/a> was adopted. This law regulates the positions, tasks, principles, organization, activities, resources, and responsibility of agencies, organizations, and individuals in the defense industry, security, and industrial mobilization<a href=\"#_ftn31\" name=\"_ftnref31\">[31]<\/a>. It also specifies that the Ministry of National Defense and the Ministry of Public Security will preside over and coordinate the development and monitoring of the implementation of planning for the use of defense land and security land, presumably with the aim of establishing a Defense Technology Industrial Base, to give substance to Resolution No. 08-NQ\/TW<a href=\"#_ftn32\" name=\"_ftnref32\">[32]<\/a> of the Politburo. In particular, Article 22 of this Law stipulates the creation of a Defense and Security Industry Fund<a href=\"#_ftn33\" name=\"_ftnref33\">[33]<\/a>. This national fund is a fund that can be financed &#8220;off-budget,&#8221; which is managed by the government to &#8220;support the implementation of urgent, new, and high-risk tasks or the research and manufacture of weapons and technical equipment of strategic importance and special technical and professional means&#8221;<a href=\"#_ftn34\" name=\"_ftnref34\">[34]<\/a>. This law emphasizes the need for Vietnam to equip itself with a defense base capable of meeting the country&#8217;s needs in terms of national defense. This is in line with the strengthening of the policy that had been instituted for several years, notably with the role assigned to the military enterprise Viettel. The strategy of this group was recalled in these terms on March 9, 2017<a href=\"#_ftn35\" name=\"_ftnref35\">[35]<\/a> during the visit of General Tr\u1ea7n \u0110\u01a1n<a href=\"#_ftn36\" name=\"_ftnref36\"><strong>[36]<\/strong><\/a><strong>,<\/strong> Vice-Minister of Defense (member of the CPV Central Committee, member of the Standing Commission of the Military Party Committee): &#8220;The Viettel Consortium will operate its transformation from a traditional telecommunications company to a company creating new services, striving to become the high-tech &#8216;industrial core&#8217; of the defense field, allowing the development of tools, offensive (&#8216;combat&#8217;) weapons in cyber space, with the objective of making Viettel an international telecommunications company.&#8221; Viettel is now a conglomerate that generated a turnover of some \u20ac8 billion and operates in many high-tech sectors (telecommunications, aerospace, drones, etc.).         <\/p>\n<p>The Vietnamese authorities have also developed a system for controlling foreign investment and critical infrastructure. This is an informal control (versus the control of Foreign Investment in France or CFIUS (Committee on Foreign Investment) in the USA) but it is nonetheless real when foreign investments concern the following sectors: mines, ports, certain coastal areas, certain infrastructures (telecoms, surveillance cameras, etc. no Chinese technologies and the desire to possess Vietnamese technologies even if it is not always technically possible). This mastery of technologies and the desire to control the information circulating in Vietnam is a permanent concern of the Vietnamese authorities, who for several years have been developing an increasingly effective legal framework for the control of content circulating on Vietnamese networks.  <\/p>\n<p>In this spirit, the Law on Internet Network Security<a href=\"#_ftn37\" name=\"_ftnref37\">[37]<\/a> adopted in 2018 and entered into force in January 2019 aimed to improve the protection of national security and guarantee social order and security. To guard against cyber attacks, this law specified, among other things, that foreign companies operating in Vietnam must now install infrastructure in Vietnam to store collected data and implement technical measures to perform better control of content disclosed, for example, on social networks<a href=\"#_ftn38\" name=\"_ftnref38\">[38]<\/a>. More recently (November 9, 2024), the Vietnamese government adopted Decree No. 147\/2024\/ND-CP<a href=\"#_ftn39\" name=\"_ftnref39\">[39]<\/a>, a landmark regulation governing the management, provision, and use of Internet services and online information. This new decree<a href=\"#_ftn40\" name=\"_ftnref40\">[40]<\/a> entered into force on December 25, 2024, marking a significant shift in Vietnam&#8217;s approach to regulating its rapidly evolving digital landscape. This Decree is important in terms of scope since it draws on, among others, a series of legal texts already in force in Vietnam such as the Law on the Organization of the Government (2015); the Law on National Security (2004); the Law on Information Technology (2006); the Law on Cybersecurity (network security) (2015); the Press Law (2016); the Law on Children (2016); the Law on Cybersecurity (network security) (2018); the Investment Law (2020); the Law on Enterprises (2022) and the Telecommunications Law (2023). The decree concerns the management of Internet services, domain names, the provision of cross-border information, social networks, online games, app stores, applications, and application services in the field of telecommunications.     <\/p>\n<p>In summary, it strengthens Vietnam&#8217;s long-standing restriction on the cross-border provision of &#8220;<em>online<\/em>&#8221; services. Foreign organizations and individuals are explicitly prohibited from offering online games to Vietnamese users unless they establish a local company in the country. This new decree also imposes strengthened obligations regarding business licensing and reporting, requiring social media platforms with significant traffic or user bases to obtain formal approvals. It stipulates strengthened control over content moderation and user data management. It reinforces obligations such as local data storage, user authentication via Vietnamese IDs, and active content monitoring, which lead to operational and financial challenges. Failure to comply with these standards can result in significant penalties or restrictions. Furthermore, authorities must be able to verify user data and perform content checks.      <\/p>\n<ol>\n<li>\n<h3><strong>Future challenges for strengthening this economic security policy at the level of internal actors: provinces and Vietnamese political and structural entities:<\/strong><\/h3>\n<\/li>\n<\/ol>\n<p>To ensure Vietnam&#8217;s economic development and as a consequence of limited budgetary resources<a href=\"#_ftn41\" name=\"_ftnref41\">[41]<\/a>, the central Vietnamese authorities rely heavily on the provinces, which must ensure their own development and the search for foreign investment to ensure their self-financing without having to turn to the central Vietnamese budget. This dependence on external sources of financing is an element of economic security weakening, especially in a period when Chinese investments are developing strongly in Vietnam<a href=\"#_ftn42\" name=\"_ftnref42\">[42]<\/a>. At the end of 2023, China became the sixth largest foreign investor in Vietnam<a href=\"#_ftn43\" name=\"_ftnref43\">[43]<\/a>, with a total registered capital of $27.1 billion. This is a significant increase from its previous position as the ninth largest investor, with a total accumulated registered capital of approximately $8 billion at the end of 2014. During the first ten months of 2024, China was the second largest foreign investor in Vietnam after Singapore, with a total investment of nearly $3.61 billion over this period<a href=\"#_ftn44\" name=\"_ftnref44\">[44]<\/a>.    <\/p>\n<p>In a recent article<a href=\"#_ftn45\" name=\"_ftnref45\">[45]<\/a>, General L\u01b0\u01a1ng T\u00e2m Quang, former Vice-Minister of Public Security (since become Minister), indicated that: &#8220;the police have carried out thousands of consultations, cooperation actions, and guidance with state management agencies, organizations, and companies to proactively carry out the task of protecting security and order, thus actively participating in the building of the &#8216;all people participate in the protection of national security&#8217; movement, and in the establishment of secure agencies and companies.&#8221;<\/p>\n<p>This confirmation of a tightening policy is only the continuation of the policy applied since the mid-1990s, which allowed for increased control from outside and inside Vietnamese organizations. Indeed, after the 7<sup>th<\/sup> Congress of the Communist Party of Vietnam (July 1991), which for the first time mentioned the economic component &#8220;Private Capitalist Economy&#8221;<a href=\"#_ftn46\" name=\"_ftnref46\">[46]<\/a>, the Vietnamese authorities recalled during the mid-term Plenum (January 1994) that the &#8220;4 risks&#8221; the Party had to face were: (1) The risk of falling further behind economically compared to countries in the region and the world; (2) The risk of ill-advised policies and deviation from the socialist orientation; (3) The risk of corruption, bureaucracy, and waste; (4) The risk of a &#8220;peaceful evolution&#8221;<a href=\"#_ftn47\" name=\"_ftnref47\">[47]<\/a> by hostile and reactionary forces. <\/p>\n<p>This tightening policy was reaffirmed via the promulgation of Conclusion 21-KL\/TW<a href=\"#_ftn48\" name=\"_ftnref48\">[48]<\/a> (November 2021), which clearly indicated that the causes of the poor results recorded in terms of development were related to the fact that &#8220;officials continued to adopt &#8216;negative&#8217; attitudes, favored &#8216;group interests,&#8217; and were driven by materialistic interests&#8221;<a href=\"#_ftn49\" name=\"_ftnref49\">[49]<\/a>. The authorities indicated that only the strict application of Party texts and the implementation of controls could remedy this situation. This increase in political and ideological control over officials has also extended to Vietnamese private economic structures, which can be controlled from within. Indeed, even if Party cells cannot be imposed in private SMEs (Vietnamese or foreign), they can nonetheless be activated if the companies have more than 3 Party members. In cases where cells are not activated, the political authorities of the provinces can ask companies for financial contributions to &#8220;help&#8221; strengthen the role of the regional union.    <\/p>\n<p>More generally, the Vietnamese communist authorities are moving in an organized fashion to push further their global economic security policy initiated in the 1980s.<\/p>\n<p>The first structuring element is political and consists of maintaining coherence in &#8220;Party thought,&#8221; which could be summarized by this slogan: &#8220;economic development remains at the heart of the Party&#8217;s concerns and its imperative building requires the strengthening of national defense and security as a key and permanent task. To do so, it is necessary to proceed with a strong intertwining of the economy with defense and security.&#8221;<\/p>\n<p>Next, attention must be constantly paid to the leadership of the authorities and Party representatives so that they can implement preventive solutions in the protection of security and order in the economic field to best respond to the potential negative impacts that international integration may represent for the political system. When flaws appear, these Party representatives must advise ministries, general directorates, and localities to develop and finalize proposals and plans for economic security protection, particularly in industrial parks, economic zones, export processing zones, and foreign-invested enterprises. <\/p>\n<p>Furthermore, the authorities implement Party regulations on the management of cadres, Party members traveling or studying abroad, sensitizing them to foreign interference strategies as well as economic crime tricks. These cadres must be monitored to prevent them from going through a process of &#8220;deterioration of political ideology,&#8221; ethics, lifestyle (materialistic), &#8220;self-transformation,&#8221; or activities of rapprochement or purchase by &#8220;hostile forces.&#8221; <\/p>\n<p>Simultaneously, the Vietnamese authorities are striving to develop information collection capabilities<a href=\"#_ftn50\" name=\"_ftnref50\">[50]<\/a>, to strengthen the detection and fight against the plots of &#8220;hostile forces&#8221; aimed at destabilizing Vietnam&#8217;s activities; to emphasize the spotting, prevention, and rapid handling of violations by foreign partners who may take advantage of system weaknesses allowing them to evade tax payments, favor (internal) price &#8220;transfer&#8221; phenomena<a href=\"#_ftn51\" name=\"_ftnref51\">[51]<\/a>, or manipulate national markets. In the field of research, it is also necessary to demonstrate a spirit of prevention and effective detection of foreign agencies that connect to agencies, research centers, organizations that develop economic policy, and economic secret organs. <\/p>\n<p>This must involve strengthening the prevention and control of organized transnational economic crime, money laundering, corruption, smuggling, production of counterfeit products, crimes related to the use of advanced technologies, and cybersecurity violations. Developing forces to fight cybercrime<a href=\"#_ftn52\" name=\"_ftnref52\">[52]<\/a> and control the net is an imperative task<a href=\"#_ftn53\" name=\"_ftnref53\">[53]<\/a>. It is also necessary to focus on the investigation and handling of economic cases, corruption cases, and to be able to &#8220;handle all cases, within the territory as well as abroad.&#8221;  <\/p>\n<p>Finally, this policy cannot be realized without appealing to the population to build a popular movement to protect the country&#8217;s security<a href=\"#_ftn54\" name=\"_ftnref54\">[54]<\/a>; strengthening the mobilization and the active and conscious participation of the majority of the population to denounce crimes and support public security forces to fight against all kinds of crimes in the economic field.<\/p>\n<h2>Conclusion<\/h2>\n<p>The economic opening policy (\u0110\u1ed5i m\u1edbi) initiated during the 6<sup>th<\/sup> Congress of the Communist Party of Vietnam allowed the country to develop very rapidly as it achieved global international integration. This policy allowed Vietnam to develop a power increase policy enabling it to engage in economic competition with its competitors-partners in a context of strategic competition between the main countries of the Asia-Pacific region and the world. <\/p>\n<p>This economic and commercial competition, while it has been able to create very favorable opportunities, also poses a number of challenges to the Vietnamese communist authorities. According to them, the opening allows foreign countries to increase their influence by using economic tools and policies that can put pressure on Vietnam, threatening economic security; or diminish the country&#8217;s economic independence and autonomy. This influence can also have impacts on economic policies and laws that could threaten national-ethnic interests and social stability, which could weaken the Party&#8217;s leadership.  <\/p>\n<p>It is in this spirit that the Vietnamese authorities consider that state management of security and order in the economic sector must be coordinated to, on the one hand, prevent and repel any risk of falling behind and, on the other hand, any risk of &#8220;socialist deviation&#8221;; an orientation that should be reaffirmed regularly through strong political texts and actions.<\/p>\n<p>The sought-after results of state management of security and order in the economic field aim to contribute to improving the legal system, management mechanisms, policies, the investment and business environment, building an increasingly synchronous market economy, establishing links with regional and global markets, bringing the country into sustainable and deep economic integration, and creating the premise for promoting the industrialization and modernization of the country in the future, while remaining firmly anchored to the principles of the socialist-oriented market economy in a world where democratic countries seem to be going through an &#8220;existential&#8221;
