Why is France unable to develop a clear analytical framework for information warfare? Unlike military warfare, where the defender can prevail over the attacker (cf. certain episodes of the war in Ukraine), information warfare is offensive in nature. The failure to acknowledge this obvious fact paralyzes our approach to the subject. This explains the absence of an analytical framework for lessons learned and cognitive victories achieved by other, more realistic powers. This discussion between Christian Harbulot and Nicolas Moinet, both members of the EGE’s CR451, addresses the core of the problem by opening avenues for reflection to break free from this rut of an entirely defensive approach.
